The world is looking and acting like it’s on fire. The Middle East is awash with protests and violent outbursts. Some in the state of Wisconsin are attempting to mirror this behavior – especially the night the Wisconsin Assembly voted to pass Governor Walker’s budget repair bill. But, we are the United States of America and we can walk and chew gum at the same time. We have to! There’s so much going on, at breakneck speed, that we better pay attention to both the right and left hands, lest we be strangled by the slight of the left hand.
As we have become far too aware, if the Congress can’t pass legislation that will further this Administration’s agenda, they harness the power of the regulatory agencies to get the job done! Think FCC and Net Neutrality or EPA and the regulating of carbon dioxide.
The Republicans in the 112th Congress are not taking this lying down! On January 20, 2011, Congressman Geoff Davis (R-KY) introduced HR-10 the Regulations From the Executive in Need of Scrutiny Act of 2011 or the REINS Act. The purpose of this act is to provide that “major rules of the executive branch shall have no force or effect unless a joint resolution of approval is enacted into law”. It’s like music to my ears. What this means is, all major regulations with an annual economic impact of more than $100 million, will be subject to approval from the Congress. Perhaps this will rein in the regulators as nearly 6,000 new rules took effect last year alone!
Currently, HR-10 has 129 co-sponsors. On February 7, 2011, Senator Rand Paul (R-KY) introduced the same bill on the floor of the Senate in S-299. There are currently 25 Senate co-sponsors of this bill.
We must stay vigilant, to stop this assault on our freedoms, our ability to create jobs and this end-run around our legislative process.
